Paranoid road sign

LED sign seen this morning on the Sprain Brook Parkway:

"PLAN ALT. ROUTE."

The sign never changed as I drove by at the speed limit.

I kept waiting for it to rotate to another message:

"Y'KNOW. JUST IN CASE."
